Can a dvr hikvision turbo hd ds-7116hghi-e1 support two way picture on two different monitors ? 1 monitor at VGA , on monitor on Hdmi , at the same time?

Yes, it does support it, both work at the same time, but both will show the same.

You can not show different channels on each VGA/HDMI output.

HIKVision latest versions of DS-7200HGHI-SH Models now have an added BNC as well as HDMI and VGA. you can program seperate output for the VGA/HDMI and the BNC. Downside being you don't get HD quality picture from the BNC output
