Night IR/Day Night with street light - best combination?

Hi,

 

Have an Axis p1427-LE camera that needs to be positioned almost directly below a (somewhat dark) street light.

 

Is it better to

 

1 - force cut filter to stay on, so it is in color mode

2 - go to day/night without IR

3 - go to day/night with IR

4 - go to day/night with external IR illuminator

 

I've tried all, but with mixed results. I want to tweak settings, but start with the most optimal settings before messing with gain and things.
