IE asking me to open file but its not a complete file?

HI, I have Hiseeu camera and I installed CMS software it came with.. I am now trying to access the camera from IE but IE ask me to open or save a file but its not a file that can be opened!!

 

If I do try to open the file it just ask me to choose a program. I even tried to choose IE and its just displayed a page like in the photos..

 

Has anyone any suggestions?
