Sony Visca protocol. Cannot get the pc talking to the camera

As the title says. I'm about to lose my mind. I've made my own vica cable I'll attach pictures. I cannot get these cameras to respond to any command from the pc I've bought two USB to serial converters and the problem is exactly the same.ive now tried a laptop with xp and still nothing. Is there a controller out there that doesn't cost limbs for these cameras? The camera model is evi-d70p.
