CCTV video signal and coaxial cable

could we conclude that the video signal actually run the outter side of core of a coaxial cable? Thus, we actually need a coaxial cable that is with CCS for core is sufficient for CCTV system? And percentage of braid coverage is helpful on reducing noises from environment only?
