Getting Camera Monitoring on Samsung Phone

I have a Hikvision DVR with 9 channels DS7208

Also have iVMS-4500 installed on my Samsung phone

When connected to the same WiFi at home as the DVR is connected, I can get the images on the phone

When away on a different WiFi network, I get nothing

I am sure I have had it working in the past

Any ideas ?
