What to do with video from events where victim does nothing?

Oftentimes, I get video of cars getting broken into, but the victim, doesn't have the right kind of insurance so they don't file a police report. The police have informed me that the victim needs to file the report, or they have no crime to investigate. How can I get the perps into the public eye?

Post it on You Tube or similar, perhaps a forum or You Tube type site in your local area .. or send them to the media .. check local laws related to that though first.

Thank you. I've posted a couple in various places, the only problem is, is that unless it's something really drastic or out of the ordinary, it just gets lost in the mix.
