400fps / 16 cams --- Is that maximum 25fps per channel?

Imagine I record CIF with 8 cams and D1 with 4 cams.

Would a 400 FPS card give me near 25 fps per camera?

 

ie,

If recording in D1 takes up 4 times the power

8x25 (CIF) = 200fps

2x100 (D1) = 200fps

400fps total

 

Or is it maximum or 25fps per channel?
