Creating software for a PDA to view DVR cameras

I need to create a software for my window mobile PDA. I have this DVR from rifatron iMDVRS-04A/08A.. I am not sure how and where should i start. I could not find any informations or answer to my questions. I hope you guys can help me out.

 

There is a few things i need to know. The first thing is that, are all the DVR units handles the video the same? as in if i create a software for a pda will it be able to view on different brands of DVR? ( I presume that they dont handle it the same way ). My Second question is, how does the video being streamed out? thanks in advance yah..
